Job Description:
The Public Safety Dispatcher Coordinator reports to the Public Safety Communications Manager. This supervisory and technical support position supervises and manages operations of the 24/7 communications center including staffing, technology, training, policies and procedures, and administrative tasks and projects.

Qualifications:
  • 5 or more years of communications or call-center operations and emergency management preferred.
  • Two-(2) years as a Public Safety Dispatcher II
  • Training or instructor experience preferred.
  • Associates degree or equivalent combination of education and experience.
  • Must be able to obtain a New York State Division of Licensing security guard license.
  • Must successfully pass a background investigation, including but not limited to initial random drug screening.


Job Specific Qualifications:
  • NYSPIN/E-Justice certified operator.
  • Thorough knowledge of the communications center policies and procedures.
  • Thorough knowledge of the geography, patrol territories, roads, streets, buildings owned/operated by the university and special hazards within the University Campus.
  • Ability to perform functions of a Public Safety Dispatcher.
  • Must have strong communications skills and ability to communicate with a diverse community.
  • Must be able to operate and perform under varying degrees of stress and pressure and be able to prioritize emergencies.
  • Multi-task in a high volume community and student service centered environment.
  • Must be proficient in data entry/keyboarding using various Microsoft Office and law enforcement applications.
  • Must have the ability to be creative and innovative in problem solving.
  • Must have the ability to effectively engage in communications that are often various and multiple, e.g.: hearing alarms, speaking clearly and hearing feedback on multi-channel radio system, speaking clearly and understanding various dialects on the telephone, viewing live streaming video with adept concentration skills, navigating various software technologies including those associated with law enforcement applications and internet based websites, and excellent data entry skills.


Responsibilities:
  • Manage the operations of the 24/7 communications center. Work varied shifts as necessary to supervise and identify critical areas of process improvement.
  • Supervise, provide feedback and serve as a mentor to communications center staff, including all fulltime and part-time civilian staff.
  • Prepares correspondence regarding personnel under his/her supervision including commendations or disciplinary actions as required
  • Approves leave for personnel assigned to his/her shift.
  • Authorizes the use of overtime to supplement minimum staffing requirement in conjunction with the Shift Supervisors and Lieutenant for Patrol Operations, conduct periodic performance appraisals of civilian dispatchers. Provide feedback to patrol officers and supervisors about performance. Make recommendations for hiring and placement.
  • Assists in managing the department complaint procedure; work closely with appropriate personnel to investigate and remedy the situation.
  • Develop uniformity in policies and procedures to provide consistency for all shifts.
  • Communicate on a regular basis with Shift Supervisors and Patrol Operations Command Staff to discuss procedures and policies.
  • Serve as the manager and Terminal Agency Coordinator (TAC) of the New York Statewide Police Information Network (NYSPIN), eJustice, and CNYLEADS operations. Produce training plans and conduct mandated training. Manage all records and support compliance efforts.
  • Ensure that all dispatching certifications are current. Certify or re-certify all personnel that utilize these systems.
  • Develop and update the communications center training program. Work closely with the Lieutenant of Training. Identify process improvement areas in dispatching activities and provide remedial training.
  • Coordinate updates and ensure all information relative to communications center operations is correct. Serve on various campus committees including but not limited to notification protocols, alarm response, CCTV and building access committees, 911 coordination and other internal/external agencies.
  • Develop a network of communications professionals outside the Department. Work with outside law enforcement agencies, fire and ambulance departments, the Onondaga County 911 Center to explore communications needs, trends and practices.
  • Work closely with the Manager, Technical and Security Services to identify process improvement areas relative to computer systems and provide solutions or feedback. Manage technical equipment, including telephones, alarm systems, radio consoles, police information systems, and printers. Troubleshoot and report unresolved problems to appropriate personnel.
  • Ensure proper handling and care of dispatch related equipment and oversee key control.
  • Provide quality control for Computer Aided Dispatch (CAD) and ensure procedures and policies are in place to ensure data reliability. Manage information and provide requisite statistical reports upon request. Analyze workload and adjust/delegate tasks when appropriate.
  • Perform administrative duties such as information filing, record-keeping, supply and equipment malfunction requests.
  • Provide backup for high-volume workload times including special events. Assist in answering telephones, managing walk-in customers, monitoring alarms, and providing dispatch assistance when necessary for meal and personal break periods.
  • Available on an on-call basis for emergencies or staff-related issues.
  • Ensure compliance with all federal and state regulations relative to communications and protected information.
  • Other duties as assigned.
