THE DEPARTMENT:

Outreach, Recruitment & Educational Partnerships (OREP) is responsible for outreach and recruitment of prospective domestic undergraduate students and plays a key role in enrollment planning and reporting. OREP is charged with promoting the image of the University, its programs and uniqueness; attracting and recruiting a diverse and high achieving pool of applicants; developing relationships and collaborations with campus external and internal constituents; and, providing timely, accurate and comprehensive services to students and campus through point of inquiry and enrollment. OREP is responsible for compliance with federal, state, CSU system and University requirements along with the timely and accurate dissemination of information to students, parents, campus constituents, the CSU Chancellor's Office, and the external community. OREP provides dedicated quality outreach and recruitment programs and strategic communication to prospective students; schools and community organizations; and the delivery of student services that support recruitment, college readiness, and persistence. Programs include domestic undergraduate outreach, out-of-state recruitment, and campus tour programs. OREP reports to the Presidential Associate for Community Partnerships and Expanding Access under the Office of the President.

DUTIES AND RESPONSIBILITIES:

Strategic Oversight:
  • Develop a comprehensive strategic plan for the RISE program, outlining short-term and long-term goals.
  • Supervise staff, student assistants, and volunteers.
  • Establish key performance indicators to measure the success and impact of the program.
  • Foster a collaborative and innovative team culture, encouraging input and creativity.
  • Lead regular strategy sessions to adapt to evolving educational trends and student needs.
  • Identify potential challenges and proactively develop solutions for program improvement.
  • Ensure the program's alignment with the University's broader mission and values.
  • Regularly assess and adjust the program's vision based on feedback.
  • Cultivate a forward-thinking environment that embraces continuous improvement.
  • Regularly assess and adjust diversity outreach efforts based on feedback and/or educational advancements.
  • Participation in pertinent CSU systemwide, University, and national committees.
  • Utilizes existing connections and develop new relationships while incorporating cultural insights within underrepresented groups to enhance diversity and outreach initiatives for the office.


Community Engagement and Outreach:

Establish and nurture partnerships with local schools, community organizations, and educational leaders.
  • Design and implement targeted outreach campaigns to increase visibility to under-served prospective students and families.
  • Attend community events; engage with stakeholders to promote the program's mission.
  • Lead and assist in developing a communication plan, ensuring consistency in social media, email, and print communications for prospective students.
  • Develop and deliver presentations to community groups, emphasizing the benefits of the RISE program.
  • Collaborate with teams in Strategic Communications to enhance program branding.
  • Collect and analyze feedback from community members to refine outreach strategies.
  • Regularly assess the program's inclusivity and accessibility, adjusting as necessary.
  • Collaboratively work cross-divisionally and with OREP colleagues to develop culturally relevant tours and campus visits.


Program Development:
  • Redefine the RISE program's mission and objectives in response to educational advancements.
  • Research and analyze best practices in college readiness and student success programs.
  • Provide oversight of the RISE and diversity outreach budget along with the Presidential Associate and Budget and Operations Analyst.
  • Ability and experience in building partnerships with University and community constituents.
  • Develop a roadmap for program expansion to include securing external resources.
  • Evaluate the scalability of the current program model and propose enhancements.
  • Regularly assess the impact of diversity outreach strategies on participants and make data-informed decisions.
  • Lead the redesign and rebranding of RISE online and social media presence.
  • Ensure that program development aligns with diversity, equity, and inclusion principles


Grant Acquisition:
  • Conduct thorough research to identify grant opportunities from government, private, and non-profit sources.
  • Develop a comprehensive grant acquisition strategy, outlining target funding sources.
  • Write compelling and persuasive grant proposals, clearly articulating program goals and outcomes.
  • Works closely with Presidential Associate to align funding for diversity outreach initiatives with other campus fundraising goals.
  • Coordinate fundraising and grant efforts with the University Advancement team.
  • Collaborate with Presidential Associate in establishing and maintaining effective communication with current donors to showcase program achievements.


OREP:
  • Participates in all OREP and divisional staff development, staff meetings, and major staff events to promote the University.
  • Conducts testing of systems utilized by OREP (e.g., Cal State Apply application, Slate information/communication system, etc.)
  • Adheres to laws and policies established regarding computer data, records, accounting, and personnel by the California State University, Cal Poly Pomona, and OREP to demonstrate sensitivity and appropriate conduct as a University employee.
  • Adheres to and advises prospective students properly regarding CSU admission policies and processes.
  • Prepares and utilizes outreach reports detailing application, admit, and enrollment trends, and analyzes prospective student inquiries to determine yield strategies.
  • Performs administrative and programmatic duties as assigned, including providing generalist support at the department service desk and telephones.
  • Works extended hours, weekends, and evenings to support OREP programs and services.
  • Rotates on a needed basis to perform customer service duties and support the front- facing counter of OREP, as determined by OREP leadership and/or operational need.
  • Ensures compliance and maintains the integrity of prospective student, applicant, and student records; staff members are strictly prohibited from making unauthorized changes without explicit HEERA permission.


QUALIFICATIONS:
  • Equivalent to graduation from a four-year college or university in a related field, including or supplemented by upper division or graduate course work in counseling techniques, interviewing, and conflict resolution where such are job-related.
  • Five (5) years of progressively responsible higher education experience and delivery of services and programs to students and external constituents.
  • Three (3) years leading a team of student service professionals in outreach and recruitment programs.
  • General knowledge of the principles, practices and trends of the student services area as well as in-depth knowledge of the program development, grant writing, recruitment and outreach.
  • Must have a working knowledge of current trends in higher education.


PREFERRED EXPERIENCE:
  • Four (4) years experience in higher education recruitment.
  • A Master's degree in a related field is preferred with four years experience and a working knowledge of the core functions in outreach, recruitment, campus tours, and event management.
