PURPOSE OF POSITION

:

The Dean of Business Services manages business functions for the College and the CCC Foundation, ensuring policies and systems support the College's ability to provide services to students. Responsibility for financial information, reporting, budgets, audits, business policies and processes, as well as compliance with finance-related laws and regulations are also important aspects of this position.

ESSENTIAL JOB FUNCTIONS

:

1. Financial Planning and Analysis (25% of Time)
1.1. Develops and maintains the College's five-year General Fund financial forecast. Develops and maintains the fiscal indicators, which are the objective measures of what it means to say that the College is fiscally sound. Develops long-term financial plans for funds, departments, and other units by developing fee structures, expenditure projections, and accounting methodologies. 1.2. Analyzes institutional revenue and costs. Develops and leads strategies to improve fiscal strength, stability, and flexibility. Performs complex ad-hoc analyses of options as issues and opportunities arise. 1.3. Develops the College's investment policy and procedures. Selects and manages investments.1.4. Monitors environmental factors that could affect College finances; updates the forecast as significant new information develops. Coordinates with the VP of College Services to incorporate plans and assumptions made by the Executive Team and to develop alternative scenarios. Ensures that the logic of the forecast tool, which consists of numerous, linked sheets and formulas, is intact and improved or revised as needed.





2. Financial Reporting, Management, and Supervision (25% of Time)

2.1. Provides accurate, timely, and useful financial reports and information to various users. Provides a financial reporting system, policies, and assistance to those responsible for management or oversight of budgets at all levels. 2.2. Directs, develops, and supervises subordinate administrative and nonsupervisory employees.2.3. Prepares or oversees the preparation and submission of the annual IPEDS finance report, the CCFIS, and the financial sections of the FISAP.2.4. Prepares monthly financial reports for the Board of Education. Develops financial information requested by both internal and external stakeholders, such as the Legislative Fiscal Office.2.5. Ensures the timely and accurate completion of reconciliations, billings, grant reimbursements, journal entries, vendor payments, and other work done by the Accountants and Accounts Payable staff. Monitors accounts receivable balances managed by the Bursar.2.6. Prepares reports required by federal and state agencies of educational institutions such as the IPEDS (required for federal financial aid), the CCFIS (for Oregon community colleges), and the FISAP (required for federal financial aid). 2.7. Attends and participates on the College's Executive Team - the highest level operational decision-making body at the institution.

3. Budget (15% of Time)

3.1. Develops and manages the annual budget process. 3.2. Produces the College budget document.3.3. Continually improves the annual budget cycle. Develops the mechanisms by which budget originators request changes in resources and shepherd requests through the decision-making process with the Leadership Cabinet and the Executive Team. 3.4. Creates the budget calendar and manages college-wide budget timelines and procedures, from the initial planning stages through adoption in June of each year.3.5. Makes decisions regarding the budgets for selected funds, makes recommendations for Board-approved fees, and determines the format and content of the budget document. 3.6. Writes the budget document. Ensures compliance with budget law throughout the annual adoption process and any subsequent amendments.

4. Audit, Systems Development, and Regulatory Compliance (15% of Time)

4.1. Manages the annual audit and prepares the Comprehensive Annual Financial Report. Prepares selected audit work papers and reviews the Accountants' work on others. Develops and documents the conversion of financial results from the budget basis internal records to the measurement focus used for the GASB 34 financial statements. Resolves technical issues with the auditors. Presents the report at the Board of Education meeting.4.2. Builds, documents, and maintains appropriate internal controls as well as sound, efficient business systems, policies, and procedures.4.3. Ensures compliance with all finance-related laws and regulations, including debt covenants, IRS regulations, grant restrictions, and purchasing statutes.4.4. Responds to the Secretary of State's written comments and suggestions from their review of the Comprehensive Annual Financial Report. 4.5. Monitors the debt compliance policy. Annually evaluates current and pending leases and other arrangements that could endanger the tax-exempt status of the College's debt issues. Documents compliance with those requirements.

5. Foundation and Bookstore (10% of Time)

5.1. With the Foundation Executive Director, develops Board policies, databases, reports, processes, and procedures which support the Foundation's donors and mission. 5.2. Manages business operations for the Foundation.5.3. Liaises with the Foundation Finance and Investment Committees.5.4. Develops the annual Foundation budget. Documents and recommends the annual distribution percentage for endowments to the Board. Recommends an annual change in the amount held in a short-term investment portfolio to the Investment Committee. Guides the Foundation accountant in the preparation of monthly financial reports and the annual audit.5.5. Manages Clackamas Community College employees in the Barnes & Noble operated bookstore.5.6. Acts as the College liaison for the contract and operations of the bookstore by Barnes and Noble.

REQUIRED QUALIFICATIONS

:

Bachelor's degree in Accounting. Five years' relevant work experience, including management and supervisory experience; five years' experience as a Finance Director or the equivalent in an Oregon municipal entity such as a community college, school district, or city. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.

Advanced knowledge of financial planning and management, governmental accounting and budgeting, nonprofit organizations, and business practices.

Ability to exemplify traits that reflect the College's culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.

PREFERRED QUALIFICATIONS

:

Master's degree in Business Administration, Public Administration, or CPA.

:

The position requires some (40-60%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Continuous (81% of the time) use of office equipment.
