Clackamas Community College (CCC) seeks to hire an Associate Dean, Enrollment & Student Services, Academic Foundations and Connections (AFaC). PURPOSE OF POSITION:

The Associate Dean of Enrollment and Student Services for Academic Foundations and Connections (AFaC) works in partnership with the Dean and the Associate Dean of Instruction AFaC to implement the vision for an integrated division.This position provides direct oversight of CCC Student Services, which includes Enrollment Services (Admissions, Registration and Records, and Graduation Services), Recruitment and Onboarding, Financial Aid and Scholarships, Student and Academic Support Services (Academic Advising, Career Services, Disability Resource Services, and Veteran's Center), Student Life and Leadership (Student Government Association, Multicultural Center, and Transportation Services), Title IX for students, the Office of Education Partnerships (High School Connections and Articulation Agreements), and student service-focused grants (STEP, Basic Needs Oregon/Benefits Navigator, Pathways to Opportunity). The Associate Dean of Enrollment and Student Services leads the College's CARE and Student Conduct teams and serves as a strategic partner on our Threat Assessment team. This position supports the planning, assessment, operations, and policy efforts that promote student success, including shared leadership of CCC's strategic enrollment management (SEM) planning. This position is accountable to internal and external partners and serves to support the overarching vision, values, mission, and goals of the college. 

SCOPE OF RESPONSIBILITY:
Incumbent's scope involves a high degree of complexity with frequent, new and varied work situations. They determine their own practices and procedures as well as contribute to the development of new concepts, policies and procedures. Their decisions have major implications on the management and operations of their department and may contribute to important strategy, operational and business decisions affecting the division.

Incumbent deals with a variety of problems that require analysis or interpretation of the situation. Problems are varied, requiring analysis or interpretation of the situation using knowledge and skills, general standards and past practices. Results are defined and existing practices are used as guidelines to determine specific work methods. They carry out work activities independently but have their supervisor available to resolve problems.

Incumbent has partial budgetary preparation/compliance accountability, is responsible for oversight and allocation of identified grant budgets and works with unit Directors to ensure that resources are allocated appropriately and that expenses are within identified parameters. Incumbent to also have partial accountability for control of capital assets. They have partial accountability for long-range operational and strategic planning.

Incumbent's position is supervisory in nature with frequent contact containing confidential/sensitive information necessitating discretion at all times. Contacts are usually made with other departments or locations both inside and outside Clackamas Community College.

ESSENTIAL JOB FUNCTIONS:

1. Leadership (40% of time)

1.1. Provide leadership and support for student service area units and utilize best practices to ensure quality service for students while using a continuous improvement process.

1.2. Provide leadership and support in accomplishing accreditation, program review, and program assessment activities related to student services.

1.3. Lead collegewide committees related to student services and engagement, including the Student Support Council, Instruction & Student Policy Committee, Guided Pathways; Chair the CARE and Student Conduct teams, and participate in college level meetings and committees as needed.

1.4. Engage in best-practice research and evidence-based analysis; supports Directors in their application of best-practice related to student service delivery, and SEM.

1.5. Facilitate excellence in operational processes and support for instruction and service to students. Analyze, evaluate, develop and maintain systems and processes related to strategic enrollment management and retention programming (promoting optimal access to the college, student success, research and program planning).

1.6. Work collaboratively with colleagues throughout the college to implement strategic plan and institutional activities, including Commencement and annual student orientation events.

1.7. Provide direction, vision, and support professional development for program directors.

1.8. Provide leadership for/oversee compliance activities of the office of Financial Aid and Disability Resource Center, including disbursement of federal and state monies, scholarships, participate in Title IV and Civil Rights audits.

1.9. Serve as the ADA Coordinator for students and liaison with campus partners (i.e., Human Resources, Campus Services, etc.) on related concerns. 

1.10. Grievance Resolution: Serve as the primary contact for Student ADA and Accommodations complaints, investigating alleged discrimination, and collaborating with involved campus departments or services to resolve disputes to ensure compliance.

1.11. Assist in the development of the institution's Strategic Enrollment Management plan as well as contributing to marketing strategies leading to program recognition and growth.

1.12. Actively contribute to a work environment that embraces diversity and diverse perspectives and builds constructive working relationships characterized by a high level of acceptance, cooperation, and mutual respect.

1.13. Facilitate a cooperative and committed culture that supports efforts to establish and accomplish individual, department, division, and college goals.

2. Operational Oversight (40% of time)

2.1. Implement procedures and activities in alignment with the College's mission, values, and strategic priorities.

2.2. Enforce and apply all instructional and student service standards and procedures, institutional policies and administrative rules, local, state, and federal laws and regulations.

2.3. Provide supervision and evaluation of assigned administrators and classified staff including hiring, training, and terminating following identified contract processes and procedures

2.4. Provide supervision, development, and  evaluation of  directors and classified staff as needed.

2.5. Monitor AFaC division FTE targets, budget resources, and college enrollment targets.

2.6. Administer, oversee, and coordinate grant activities and other external funding sources with internal and external partners.

2.7. Maintain confidentiality of student and staff records and other sensitive information.

2.8. In collaboration with colleagues, complete internal and external reporting requirements.

2.9. Maintain effective lines of communication with students, faculty, classified, administrators, departments, college departments, community partners and the public on behalf of the division and the college. 

3. CARE and Student Conduct (20% of time)

3.1. Serve as Chair for the CARE and Student Conduct teams in collaboration with other Associate Deans for student disciplinary procedures for the college and work with students and faculty to proactively resolve issues as they arise. 

3.2. Maintain and oversee the central repository of information associated with student disciplinary processes. 

3.3. Coordinate CARE Team referral processes as they relate to any student disciplinary actions and work closely with the Title IX team to process Title IX complaints as outlined by state and federal requirements. 

3.4. Serve as the ADA Coordinator for students; resolve complaints through CARE team processes.

REQUIRED QUALIFICATIONS: 

  • Master's degree in Education, Student Affairs in Higher Education, Communication, or other as relevant to an administrative role in higher education; 
  • 3 to 5 years' experience leading oversight of student services areas, which could include Advising, Financial Aid, Enrollment Services, Recruitment & Onboarding, and Student Life 
  • 3 years' supervisory leadership experience in postsecondary education with demonstrated collaborative, consensus-building skills. 
  • 1 year experience working with a Student CARE Team, Conduct team, or Threat Assessment team and managing student cases.
  • Demonstrated commitment to the philosophy and mission of a comprehensive community college. 
  • Advanced interpersonal and communication skills, with the ability to relate well to diverse populations and a commitment to a culturally diverse environment.
  • Demonstrated ability to use computer information systems for data collection, reporting, and analysis.
  • Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.

PREFERRED QUALIFICATIONS: 

  • Teaching experience in a community college setting; 
  • Project management skills with the ability to analyze data to identify trends and needs; 
  • Experience leading Strategic Enrollment Management (SEM) initiatives
  • Ability to exemplify traits that reflect the College's culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.
  • Bilingual and biliterate in Spanish & English

SPECIAL REQUIREMENTS/LICENSES:
Driver's license valid in the State of Oregon or an acceptable alternative means of transportation for travel between campuses.

WORKING CONDITIONS: 
The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.

The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.

The work environment is usually well-protected, with minimal hazards or obstacles (5-20%). There is little or minimal element of personal risk or hazard. Job conditions are usually comfortable, with minimal (5-20%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc.

SUPERVISORY RESPONSIBILITIES:
Directly responsible for the supervision of 6 administrators, 4 classified FTE, and indirectly responsible for up to 60 full- and part-time classified FTE.

SUPERVISION RECEIVED:
Reports to the Dean of Academic Foundations and Connections.
