Position Summary
Plans, manages, and coordinates the evaluation, implementation, and ongoing operation of enterprise software applications, administrative and academic technology services, and cloud-based platforms for CT State Community College. Provides leadership and oversight for college-wide software ecosystems through regular engagement with campuses, functional stakeholders, and IT teams. Leads collaboration with customers, management, IT colleagues, vendors, and consultants to define, deliver, and sustain reliable, secure, and cost-effective application and cloud services aligned with institutional priorities.
Essential Duties and Responsibilities
Under the direction of the CT State Chief Information Officer (CIO), the Senior Director of Software Applications and Cloud Services is responsible for effective performance in these essential duties:
Key responsibilities include:
- Leads the strategic planning, implementation, and lifecycle management of enterprise software systems, including administrative, academic, and instructional technologies used across CT State.
- Provides leadership for the design, governance, and ongoing optimization of cloud services and SaaS platforms, ensuring scalability, security, reliability, and alignment with institutional needs.
- Oversees application integration efforts to ensure effective data exchange and interoperability between enterprise systems and cloud services.
- Partners with campus and functional leadership to assess technology needs, prioritize initiatives, and support business process improvement enabled by software and cloud solutions.
- Leads the evaluation, selection, and implementation of new software platforms and cloud services, including contract review and vendor coordination.
- Establishes and enforces standards, methodologies, and best practices for application development, configuration, deployment, and support.
- Ensures sufficient and timely support for new system implementations and upgrades, working closely with campus-based IT teams and functional stakeholders.
- Provides leadership for identity, access, and role-based security as it relates to enterprise applications and cloud services, in coordination with the Security Program Office.
- Develops and maintains long-term plans for application modernization, cloud migration, system upgrades, and technology sustainability.
- Leads efforts to integrate application and cloud service initiatives with other IT units to ensure cohesive delivery and support.
- Fosters strong partnerships with academic and administrative customers to ensure technology services meet operational and instructional needs.
- Prepares, manages, and administers budgets related to enterprise software, cloud subscriptions, licensing, maintenance agreements, and associated services, with a strong focus on cost transparency, sustainability, and value.
- Monitors vendor performance, licensing compliance, and service-level agreements to ensure contractual and operational expectations are met.
Additional responsibilities include:
- Attendance and participation at convocation and commencement ceremonies
- Service on assigned committees and task forces
- Attendance and participation at committee, staff, informational and professional meetings which may occur during evenings and weekends.

Minimum Qualifications
Master's degree in Computer Science, Information Systems, or a related discipline, with four (4) or more years of professional-level experience managing enterprise applications or cloud services and two (2) or more years of experience supervising others; or an equivalent combination of education, training, and experience leading to the competencies required for successful performance of the position's essential duties.
Required Knowledge, Skills, and Abilities:
- Demonstrated ability to direct the work of professional and technical staff supporting enterprise software applications and cloud services.
- Demonstrated ability to develop strategic plans for long-term application, cloud, and software service needs.
- Demonstrated experience with budgeting, forecasting, and financial management related to enterprise technology services.
- Ability to work effectively with individuals from diverse academic, socioeconomic, cultural, and ethnic backgrounds, including individuals with disabilities
- Excellent interpersonal, oral, and written communication skills
- Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams)
Preferred Qualifications
- Progressive leadership experience overseeing enterprise-scale administrative and academic applications
- Cloud & SaaS governance experience
- Budget, portfolio, and vendor management experience
- Experience with organizational leadership across distributed teams
Salary and Benefits
- Salary range; $95,698-$102,108 approximate annual
- Salary is based on qualifications, education, job-related experience, and internal equity

Selection Process
