POSITION SUMMARY
The Property Project Manager plays a critical role in overseeing the planning, development, and delivery of housing solutions for employees and students in East Campus housing. This involves managing the entire project lifecycle, from initial feasibility studies and design, permitting through construction, occupancy, and ongoing maintenance.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Property Management
- Assures the completion of work orders for repairs and grounds maintenance and guidelines, rules and regulations, including, but not limited to: inspections of grounds, properties and non-dwelling and common areas, to determine necessary repairs and maintenance to include move-in and move-outs, inspections of property for damages to ensure grounds and units are properly maintained.
- Observe resident work order life cycle. Monitor the number of times a specific repair must be repeated and determine course of action.
- Assesses maintenance issues to determine if it can be handled easily internally or if there is the need for a third-party vendor. Approach each request with reducing long term costs to the organization and stewardship of funds in mind.
- Ensure that make-ready apartments are walked regularly and communicate any service related needs to maintenance.
- Monitors, assists, and makes recommendations to improve property operations.
- Oversees daily upkeep and scheduled maintenance of Schoonover Park, Frederick Park and CEHI.
- Identify and correct hazardous community conditions.
- Assists with planning and execution of property upgrades.
- Ensures all procedures and routines are completed accurately and on schedule.
- Effectively communicating and collaborating with various stakeholders, including employees, management, CSUMB Facilities Management Department (FMD), and contractors.
- Communicate regularly with property management company and Corporation leadership, providing updates and recommendations.
- Develops scopes of work, prepares budgets in addition to developing requests for proposals/bid packages and other necessary documents required to advertise and award contracts for assigned projects.
- Participate in or oversee the pre-qualification and bid evaluation process for consultants, contractors, and other outside vendors and selects vendors. Review and analyze bids; ensure budget and schedule compliance on all work.
- Identifies, mitigates, and tracks recurring maintenance and construction issues.
- Manages contractors and subcontractors, ensuring adherence to design specifications, building codes, and safety regulations, and overseeing the construction process.
- Establishes and enforces quality standards, ensuring that housing units meet design specifications and regulatory requirements.
- Visit sites regularly during construction - including bid walks, preconstruction walks, in-progress visits, punch walks, and closeouts - and attend status and coordination meetings
- Ensures all assigned projects are managed in alignment with the University's Capital Outlay Plan as well as any corresponding CSU or State of California regulations governing University projects. Coordinates as necessary throughout all project phases with the Planning Team, Campus Deputy Building Official, Construction Administrator, key stakeholders, and others.
- Implement quality control measures to ensure the final product meets established standards and specifications.
- Monitor project costs, managing expenses, and ensuring projects stay within budget.
- Works closely with accounting and procurement to ensure proper documents are submitted before, during and after services are rendered.
- Maintain an updated list of responsive and responsible vendors, suppliers, and contractors.
- Responsible for managing special studies, initiatives or due diligence assignments.
- Select tools, materials and equipment and track inventory in accordance with CSU, CSUMB and University Corporation guidelines.
- Develop and refine operating procedures related to maintenance for each property to ensure consistency and efficiency.
- Coordinate and oversee all aspects of the housing expansion project with consultants.
- Recommend cost-saving measures and capital improvements in alignment with reserve studies.
- Maintain proper documentation and records for legal and audit purposes.
- Attend training, read appropriate publications, and confer with others in this field to stay knowledgeable of the changing federal regulations and policies.
OTHER FUNCTIONS
- Represents University Corporation/California State University Monterey Bay in professional meetings and organizations.
- Promotes and maintains an atmosphere of excellent internal and external customer service within the department.
- Participates in professional development to stay current on higher education, construction and housing management practices.
- Serves on various campus committees as assigned.
- Performs other job related duties and special projects as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of and demonstrated expertise with:
- Proven experience in construction management, particularly with multi-residential projects and small commercial.
- Demonstrated supervision of professional staff;
- Literature and best practices in the areas of residential services, facilities, and business operations; assessment and evaluation.
- Working successfully and providing leadership within a culturally diverse institution of higher education that serves all students.
- Familiarity with and commitment to the CSUMB Vision Statement.

Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
- Knowledge of apartment property management normally acquired by four years of college or comparable work experience.
DESIRABLE QUALIFICATIONS
- Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence.
- Certified Property Manager (CPM) designation.
- Certified Apartment Maintenance Technician (CAMT)
- Knowledge of the California Educational Code and laws that affect CSU policies that apply to CSU programs and services in Student Life.
- Experience in developing cooperative and collaborative working relationships with individuals and groups.

The hiring range for this position is $100,000 - $115,000. Classification: Grade 8, Management. This is an exempt position and as such is not eligible for the overtime provisions of the Fair Labor Standards Act.
