Job Description Summary


DEFINITION

Under the direction of an assigned administrator, the Director of the Library and Distance Education supervises staff, curriculum, facilities, budgets and related functions for assigned programs. The District provides administrative supervision for various programs and services for the Library.

This position provides direct supervision of faculty and classified staff assigned to the Library and other designated programs, and is responsible for the overall functioning of the areas to which assigned.

DISTINGUISHING CHARACTERISTICS

The Director, Library and Distance Education is distinguished from other Directors in the District by their responsibility for direction and management of programs and services provided by library services in higher education.

Incumbents in this position utilize the Guided Pathways framework, advance the college's Student Equity Plan, and support student learning outcomes and institutional effectiveness by ensuring all students have access to the college through the Library, Learning Resources and Distance Education.

Serving all of San Luis Obispo County, Cuesta College has provided comprehensive associate degree offerings, certificates, and community programs to the region since 1964. The main campus is located along scenic Highway 1, west of San Luis Obispo and east of the beaches of the Pacific Ocean. Cuesta College has a North County Campus in Paso Robles, and South County Center, in Arroyo Grande.

Essential Functions & Qualifications


ESSENTIAL FUNCTIONS
  • Lead by example to create a collegial, collaborative and inclusive workplace, including engaging with staff, full-time faculty, and part-time faculty;
  • Promote, direct, develop, supervise, and manage library facilities, functions and services within the District;
  • Advocate for the integration of appropriate and emerging technologies; foster forward-looking collection development and library initiatives that enhance student learning;
  • Ensure that Library practices are consistent with District policy, local, state and federal laws, and other contracts or agreements;
  • Supervise the Instructional Designer and serve as a liaison to faculty involved in distance education;
  • Collaborate with Student Success and Support Programs with the operations and maintenance of a case management model;
  • Plan, develop, implement, and evaluate distance education programs and services;
  • Manage assigned budgets, collaborate on college budget planning;
  • Participate and assist faculty and staff with program planning and review, and resource allocation requests;
  • Attend meetings and serve on college committees and task forces as required or assigned;
  • Serve in additional librarian capacities (reference and orientation) as needed;
  • Represent the District in contacts with governmental agencies, community groups, and various business, professional and educational organizations;
  • Prepare and submit reports, proposals, and other documentation as required by the district or external agencies;
  • Serve as the College's administrator for the Learning Management System (LMS, e.g., Canvas), and collaborate with the Instructional Designer and stakeholder groups to implement requested changes, add-ons, and new features;
  • Serve as the college's lead administrator for the California Virtual College / Online Education Initiative (CVC-OEI), and promote faculty professional development to increase the number of courses with CVC quality badges;
  • Manage the collection of courses offered through CVC-OEI and recommend changes to increase student enrollment from outside the District;
  • Coordinate the College's reciprocity agreements (i.e., SARA) for online education offered to students in other states;
  • Support faculty in the development and adoption of Open Education Resources (OER), and manage grant/categorical budgets and faculty stipends;
  • Manage the process for designation of Zero Textbook Cost (ZTC) courses in the course schedule, and collaborate with faculty to promote the development of ZTC program pathways;
  • Evaluate the effectiveness of library services through data collection, analysis, and reporting;
  • Identify and implement library improvements based on assessment results and evolving student needs;
  • Manage the professional development space for distance education (i.e., ATTIC) and faculty professional development associated with online pedagogy;
  • Communicate with District personnel to provide information and assistance regarding the Library and Distance Education policies and procedures; and
  • Perform other related duties as required.


QUALIFICATIONS

Education:

Required
  • Masters' degree from an accredited institution in Library Science, Library and Information Science, or the equivalent.


Experience:

Required
  • Three years of increasingly responsible experience overseeing one or more library functional areas (e.g., Reference, Technical Services, Instruction, etc.).


Knowledge of:
  • Principles and practices of library and information technology including but not limited to best practices regarding academic library collection management, electronic resources, databases, and eBook collections;
  • Values and priorities of a community college library and a Hispanic Serving Institution, including culturally responsive and equity-minded library programs and services that look holistically at the #RealCollege experience;
  • Principles and practices of strategic planning, effective management and supervision;
  • Knowledge of Learning Management Systems;
  • Knowledge of use of technology in the delivery of content and instruction;
  • Knowledge of ADA/Universal Design for Learning/508 design practices/requirements;
  • Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and/or database software;
  • Correct usage of English, grammar, spelling, punctuation, and vocabulary; and
  • District policies and procedures, federal and state laws.


Ability to:
  • Prepare reports and analyze enrollment and student success data;
  • Plan and assess programs and services;
  • Develop a shared vision and work collaboratively with staff, full-time faculty, part-time faculty in a collegial and inclusive environment;
  • Analyze situations accurately and adopt an effective course of action;
  • Establish and maintain cooperative working relationships with those contacted in the performance of duties; and
  • Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.


Physical ability to:
  • Read and comprehend printed matter and text and data on computer monitors;
  • Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email;
  • Sit or stand for extended periods of time;
  • Lift and/or carry 25 pounds; and
  • Exert manual dexterity sufficient for keyboard and other office equipment operation.

SALARY SCHEDULE

Below is the full salary schedule range for this position, steps A through E. Per Cuesta College's policies, new employees are placed at Steps A through C, which is the anticipated hiring range also listed below.   • Salary Schedule Range: $9,921 - $12,059 per month.
  • Anticipated Hiring Range: $9,921 - $10,938 per month.
