The position is part of the University's Office of Human Resources, within the Chancellor's Division. The Office of Human Resources provides a wide range of customer-focused HR services, including:
- Recruitment and employment for all university positions, including EHRA faculty, non-faculty, SHRA, Exempt Professional Staff (EPS), temporary and student employees
- EEO compliance, classification and salary administration
- Benefits Administration
- Performance management, professional development, and training
- Records management, policy and procedural administration
- Employee relations, HR information systems & data reporting
These services comply with guidelines from the University of North Carolina system's UNC Policy Manual The Code, the N.C. Office of State Human Resources, and federal and state laws. The department supports nearly 900 benefits-eligible staff, and approximately 300 temporary employees and students.
Primary Purpose of Position:
Employment at the University of North Carolina Pembroke involves a strategic approach to recruiting and retaining staff across various roles, from educators to administrative and support personnel. Our team provides strategic services in the following areas: recruitment consultation, SHRA and EHRA faculty and non-faculty postings, applicant screening, evaluation of assessment tools and hiring needs. The Office of Human Resources also focus on educating and supporting campus partners, hiring managers, and search committee members, ensuring compliance with university, state, and federal regulations.
The Employment Services Consultant is a key member of the HR team, responsible for supporting the university's strategic priorities through effective recruitment and onboarding processes. This role involves collaborating with campus clients, implementing best practices, and ensuring compliance with university and state policies. The consultant operates autonomously, providing expert guidance and leading cross-functional projects to enhance HR operations. This position also involves working closely with the Human Resources Manager to set direction and identify priorities. Position serves as the primary administrator for the applicant tracking system - Online Employment System for all employees. Serves as EEO coordinator.

Job Duties and Responsibilities:
Manage the university-wide employment functions by interpreting and ensuring compliance with state, UNC System, OSHR, and the University policy and merit based recruitment and selection plan. Establish and revise policy, procedures, and forms as necessary to ensure compliance. Provides initial guidance and ongoing interpretation of applicable laws, policies and procedures for hiring managers and applicants. Approves all offers of employment and prepares appointment letters. Serves as liaison to applicants and potential candidates seeking employment with the university. Oversee recruitment and selection procedures, collects data and reporting for all employees. Seeks guidance on problematic matters the HR Manager and works collaboratively with Classification to reach goals and objectives. Ensures positions are advertised timely. Identify qualified applicants by evaluating qualifications of new hires/promotions to ensure promotional opportunities and priority considerations are provided.
For HR recruitment, position coordinates recruitment and selection processes for SAAO (Senior Academic and Administrative Officers), Exempt Professional Staff (EPS), SHRA (staff members subject to the State Human Resources Act), and Faculty positions. Provides training and counseling on related policies and procedures to search committees and hiring officials. Assists hiring officials with developing job announcements and advertising in selected media, ensuring compliance with related UNCP, state and federal policies and generates appointment letters. Position maintains recruitment records, files and reports of advertised positions with list of applicants to ensure compliance. Position serves as the primary administrator for the applicant tracking system - Online Employment System for all employees. This position is responsible for performing system evaluation, development, maintenance, testing and documentation of new release upgrades, modifications, security role and access definitions, communication planning, drafting procedures, communications planning and training oversight. Other systems are integral to the position such as Banner HR and Employee Self-Service, E-Verify, CAAMS and HireRight.
Develop and deliver HR training programs, including applicant tracking system (ATS) administration, recruitment and selection processes, Online Employment System, and other HR topics as needed. Create training materials, user guides, and communications to support policy updates and system enhancements. Collaborate with campus stakeholders, vendors, and HR liaisons to ensure effective communication and timely completion of deliverables. Provide recommendations to improve processes, system utilization, and user experience.
Provides EEO Compliance Management and Support. Serves as EEO coordinator, supports EEO compliance in the accurate data tracking and migration, compilation of data and reporting, EEO Plan development, and committee coordination and communication. Collaborate with the HRIS staff on timely completion of data migration from Banner HR and OES to meet reporting deadlines. HR Departmental Support: Serves as back-up to other HR functions as assigned.
Key Responsibilities:
- Strategic Consultation & Workforce Solutions Partner with campus stakeholders to align employment services with institutional priorities and workforce planning needs. Provide expert guidance on recruitment processes, employment practices, and innovative solutions that enhance service delivery and operational effectiveness.
- Recruitment Technology & Process Modernization Lead the administration, optimization, and continuous improvement of the Applicant Tracking System (ATS) and related employment technologies. Identify opportunities to streamline workflows, enhance automation, improve data integrity, and create a more efficient and user-friendly recruitment experience.
- Process Improvement & Automation Initiatives Collaborate on employment and cross-functional projects that advance modernization efforts, improve operational efficiency, and support strategic HR initiatives. Evaluate business processes and recommend technology-driven solutions to reduce manual effort and increase effectiveness.
- Training, Knowledge Management & User Adoption Develop and deliver training programs, how-to guides, tutorials, and instructional resources that promote effective use of employment systems, policies, and procedures. Support change management efforts by increasing user adoption of new technologies, processes, and best practices.
- Workforce Analytics & Data-Driven Decision Making Leverage ATS and employment data to develop reports, dashboards, and analytical tools that support strategic decision-making, measure recruitment effectiveness, identify trends, and improve workforce outcomes.
- Policy, Compliance & Operational Excellence Provide guidance on employment-related policies, regulations, and procedures to ensure compliance with university, UNC System, state, and federal requirements. Recommend policy and process enhancements that improve consistency, transparency, and operational efficiency while maintaining compliance.
Management Preference:
- At least 2 years of related Human Resources experience (postings, search committees, organizational design, client-facing consultation, reporting, etc.), preferably in a public higher education setting.
- Working knowledge of best practices in employment, recruitment, classification and compensation; Fair Labor Standards Act, Equal Employment Opportunity and other pertinent laws.
- Highly proficient in Microsoft Office applications.
- At least 1 year of experience using an applicant tracking system (PeopleAdmin, PeopleSoft) and familiarity with ERP systems (preferably Banner).
- Skilled in establishing and maintaining effective working relationships with employees, hiring managers, and the public.
- Proficient in collaborating to assess needs and develop customized presentations and training programs focused on Employment.
- Familiarity with federal and state laws, regulations, and best practices applicable to hiring and recruitment, along with experience within the UNC System and/or NC Office of State Human Resources on Recruitment and Employment policies and procedures.
- Knowledge of the UNC System or North Carolina public employment classification and compensation systems or similar state systems preferred.
- SHRM or HRCI certification
