Under the general direction of the Dean, Noncredit and Adult Education, the Associate Dean, Noncredit Career Education (CE) and Special Programs provides leadership and administrative support for the planning, development, implementation, and evaluation of noncredit CE and special programs. The Associate Dean will collaborate with all District campuses and off-site locations on the development and implementation of programs. Additionally, the Associate Dean supports the District's mission of access, equity, and workforce preparation by ensuring high-quality, industry-aligned, and student-centered noncredit instructional programs that respond to community and regional workforce needs.



ESSENTIAL DUTIES:

  1. Assists the Dean in the administration and coordination of noncredit CE instructional programs, including short-term vocational training, workforce development, work experience, and industry-recognized credential programs.
  2. Provides leadership in the development, implementation, and continuous improvement of noncredit CE curriculum in compliance with Title 5 regulations, California Community Colleges Chancellor's Office guidelines, and Pasadena City College policies and procedures.
  3. Develops and maintains partnerships with employers, workforce boards, industry representatives, community organizations, and public agencies to support workforce alignment and job placement.
  4. Assists or leads the development and implementation of A-G high school credit recovery programs and K-12 programming.
  5. Supervises and evaluates assigned faculty, classified professionals, and support staff in accordance with PCC policies and applicable collective bargaining agreements.
  6. Assists in the development and monitoring of budgets, grants, contracts, and special funding related to noncredit CE and workforce programs.
  7. Prepares reports, program reviews, data analysis, and documentation required for internal planning, accreditation, and external agencies.
  8. Supports scheduling, enrollment management, and instructional delivery to maximize access, efficiency, and student success.
  9. Collaborates with faculty to support curriculum development, student learning outcomes assessment, and instructional quality.
  10. Supports the development and coordination of work-based learning opportunities, including noncredit work experience and internships.
  11. Collaborates with credit and noncredit counseling, admissions and records, student services, and workforce offices to support onboarding, retention, and transition pathways from noncredit to credit and employment.
  12. Leads and implements activities related to noncredit CE state initiatives.
  13. Participates in shared governance, college committees, regional consortia, and workforce initiatives as assigned.
  14. Directly manages all aspects of the employee lifecycle, including recruitment, transfers, suspensions, layoffs, recalls, promotions, terminations, task assignments, performance evaluations, rewards, disciplinary actions, and grievance resolution, ensuring adherence to District policies and legal requirements.
  15. Performs related duties as assigned.





MINIMUM QUALIFICATIONS:

  • Master's degree from an accredited institution.
  • One (1) year of formal training or leadership experience related to the administrator's administrative assignment.

PREFFERED QUALIFICATIONS:

  • Doctoral degree from an accredited institution.
  • Experience administering noncredit and/or CE programs at a California community college.
  • Experience working with industry partners and workforce agencies.

  • Knowledge of California Community Colleges noncredit instruction and funding.
  • Knowledge of Title 5 regulations and CCCCO policies related to noncredit and CE.

  • Knowledge of curriculum development, program review, and student learning outcomes.
  • Knowledge of equity-minded and student-centered practices in adult education.
  • Knowledge of Title 5 workforce development funding.
  • Knowledge of state initiatives to expand healthcare pathways.
  • Knowledge of K-12 A-G program and curriculum implementation.
  • Demonstrated experience working with communities who have been traditionally underserved by higher education and experience in the pedagogy reflecting intersections of race, culture, class, ethnic, and queer communities.
SKILLS:
  • Ability to analyze data and prepare clear written and oral reports.
  • Ability to manage multiple priorities in a complex educational environment.
ABILITIES:
  • Ability to provide effective administrative leadership and support.
  • Ability to work collaboratively with faculty, staff, administrators, and external partners.

PHYSICAL ABILITIES:
  • Seeing to inspect written documents and communicate with District staff; sitting for extended periods of time; bending, kneeling, climbing, and reaching to retrieve and file documents and equipment; and dexterity of hands and fingers to operate equipment and type on a computer keyboard.
  • Standing and walking between work areas is required.
  • Employees in this classification may occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information and equipment.
  • Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

WORK ENVIRONMENT:
  • Employees work in an office environment with moderate noise levels and controlled temperature conditions.
  • Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
