The Housing Facilities Services Department (HFS) at the University of Colorado, Boulder is seeking applications for a Facilities Engineer! This position provides a broad range of mechanical engineering and other support to over 150 buildings across campus. Responsibilities of this position include: oversight of heating, ventilation, and cooling (HVAC) systems; building automation system configuration and management; fire and life safety systems; plumbing systems; and energy/utility management and conservation. This position sets design and performance standards, conducts field surveys, analyzes system performance, identifies problems, and designs solutions. This role serves as an authority on construction project teams and provides input on drawings and specifications, in addition to representing HFS on various campus committees that work on "green" building initiatives (Energy Master Plan, Climate Action Plan) and LEED compliance. The Division of Student Life consists of 36 departments that provide student support and services dedicated to helping students become successful, curious, competent individuals during their time at CU Boulder.
Housing Facilities Services (HFS) is a comprehensive facility management operation that provides around-the-clock support to over 10,000 residents and 20,000 conference guests annually. Services include maintenance, repair, renovation, project management, capital construction, housekeeping and grounds-keeping operations. HFS has approximately 200 full-time employees and approximately 60 part-time and student staff, who all strive to give residents the best living experience possible.
What Your Key Responsibilities Will Be
Project Management & Operations Support:
- Establish general design criteria and project specific parameters with the Zone Operation Managers to help create the scope of work for replacement of building sub-systems or components.
- Assist in developing project costs.
- Support development of mechanical, electrical and plumbing (MEP) scope of work for HFS projects.
- Participate in construction drawing/project scope development reviews.
- Provide technical support on construction and start-up of projects.
- Work responsibilities may include creating/approving technical requirements for projects spanning new construction, major/minor renovations, and tenant improvements.
- Facilities infrastructure for all heating, ventilation and air-conditioning systems as well as plumbing, electrical and fire-life safety systems.
- Assist in creating the strategic procedure for managing the fire-life safety program for all HFS buildings.
- Communicate with HFS Project Managers, AD for Design & Project Management and AD for Maintenance and Operations regarding design, construction and logistical issues affecting projects.
- Represent HFS as the subject matter expect in all Engineering matters related to HVAC, MEP and fire-life safety protocols, expectations and help to ensure the requirements are being incorporated in everyday work as well as in project work.
- Calculate Facilities Condition Index (FCI) for each building using dedicated assessment software.
- Analyze current physical condition of all building mechanical systems in HFS building portfolio.
- Report scores as required per the Office of State Architect (OSA) guidelines.
- Incorporate Asset Performance Index into analysis. Provide results to HFS Zone Operations Managers and recommend courses of action or guidance for scope of work related to future projects.
- Review current energy & water conservation plans & data and recommend changes for program improvement to align with UCB campus goals (2030 goals, Climate Action Plan, Energy Master Plan, etc.).
- Develop a scope of work for assigned or proposed resource conservation projects.
- Initiate the development and implementation, with consultation from UCB Utility & Energy Services staff, of resource conservation programs for HFS.
- Maintain and manage a list of active and proposed resource conservation projects and assist with coordination and implementation of approved/funded projects.
- Monitor Energy Use Intensity (EUI) for each HFS building.
- Establish metrics to indicate if monthly/yearly improvements are being made after completion of projects or implementation of resource conservation projects.
- Interview the client (building user, HFS maintenance staff or Project Manager) to determine and or identify the problem to be solved, assist in writing the problem statement.
- Perform a field survey and analysis of the existing mechanical system (if present) and present the report of findings to HFS leadership.
- Supervise and inspect the HFS HVAC preventative maintenance program work and verify information has been correctly input into TMA.
- Assist with oversight and inspections related to contractor work to ensure compliance with construction documents, problem statement and/or project scope of work.
- Create the HFS commissioning program and requirements related to commissioning as well as supervise the program and ensure proper reports have been received, reviewed and accepted to verify the systems/components function properly.
- Serve as the commissioning agent for HFS.
- Develop or update commissioning, re-commissioning, and retro-commissioning programs.
- Help create HFS standards related to HVAC, MEP and fire-life safety systems.
- Provide technical assistance to HFS maintenance staff, Zone Operations Managers, and Project Managers.
- Coordinate and perform assessments of existing building systems for purposes of commissioning, recommissioning, retro-commissioning.
- Participate in all building/project turnover training of HFS staff by Contractors to help ensure HFS staff is properly trained on new, updated, reconditioned equipment/systems.
- Provide guidance and coordination of start-up and testing of new systems to ensure conformance with HFS commissioning requirements.
- Receive and review all received reports related to commissioning.
- Receive and review annual and/or semi-annual reports related to HFS building exhaust systems to confirm system is functioning as designed or create TMA work orders if deficiencies are noted.
- Assist with development of HFS master planning of building systems replacement/upgrades using long term lifecycle analysis.
- Create and maintain flow models of chilled- water, hot-water and steam systems using available software.
- Support and apply strategic and critical thinking and planning to HVAC, MEP and fire-life safety system and equipment replacement/upgrades.
- Support Building Automation System (BAS) team, confirm and evaluate all current sequence of operations are properly documented and being used correctly.
- Participate in identifying new BAS points, trends and new technology opportunities to increase use of BAS in future HFS systems.
- Assist with centralizing HFS repetitive maintenance tasks from current decentralized management to centralized management for grease trap/interceptor cleaning, building exhaust duct cleaning and commercial kitchen grease hood cleaning.
- Support review and development of as-built drawings and one-line diagrams.
What You Should Know
- The anticipated schedule for this position is Monday - Friday from 7:30am to 4:00pm.
What We Can Offer
- The annual salary range for this full-time position is $86,000 - $96,000.

What We Require

- Active Professional Engineer license in Colorado.
