Position Overview:

The Executive Director of Network Operations provides senior technical leadership for the College's network and infrastructure environment. Reporting to the Chief Information Officer, this role is responsible for planning, designing, implementing, and operating enterprise networking, server, and infrastructure systems across multiple campuses and off-site locations.

The position directly supervises the Network Services team and serves as the highest escalation point for complex network and infrastructure issues. The Executive Director manages vendor relationships and ensures alignment with institutional goals, cybersecurity requirements, and public-sector compliance standards. In the absence of the CIO, the Executive Director performs assigned CIO duties and provides continuity of ITS operations.

Responsibilities and Duties:

1. Infrastructure, Network, and Systems Management
  • Lead the design, operation, security, and lifecycle management of enterprise infrastructure across network, server, cloud, storage, voice, collaboration, and identity platforms.
  • Serve as the lead architect for infrastructure systems, selecting technologies and standards that ensure scalability, reliability, security, and cost effectiveness
  • Monitor and forecast infrastructure performance, capacity, and reliability across multiple campuses and off-site locations.
  • Define and execute the infrastructure strategy, roadmap, and architecture to support Massasoit's strategic goals.
  • Develop, test, and maintain disaster recovery and business continuity plans for critical systems.
  • Act as the highest escalation point for complex infrastructure issues and drive continuous improvement.

2. Cybersecurity Operations and Systems Protection
  • Serve as the senior technical authority for cybersecurity, overseeing the design, implementation, and enforcement of security controls across network, server, endpoint, identity, and cloud environments.
  • Oversee daily cybersecurity operations, including vulnerability scanning, patch management, certificate management, log monitoring, alert triage, and remediation coordination with infrastructure and systems teams.
  • Lead technical incident response activities, including investigation, containment, recovery, documentation, and post-incident reviews.
  • Ensure compliance with applicable higher-education and public-sector standards and regulations (e.g., NIST, HIPAA, PCI DSS, FERPA) through effective technical controls and audit support.
  • Manage identity and access controls across Active Directory, Entra ID, Microsoft 365, VPNs, and privileged access systems.
  • Protect institutional data through access controls, encryption, backups, and secure system administration.
  • Maintain essential cybersecurity documentation, standards, and operational runbooks.
  • Act as the College's technical Information Security Officer, ensuring controls are effective, sustainable, and aligned with institutional risk tolerance.

3. Financial Stewardship, Vendor, and Contract Management
  • Assist the CIO with infrastructure budgeting, forecasting, cost optimization, and long-term technology investment planning.
  • Actively participate in procurement, contract negotiations, and vendor relationships for network infrastructure to ensure value, performance, and return on investment for major technology initiatives.
  • Ensure alignment of vendor services with institutional goals, security requirements, and operational standards.

4. People, Team, and Organizational Leadership
  • Directly supervises professional staff assigned to the Network team, including hiring, training, performance management, work direction, and succession planning. Establish clear roles, responsibilities, performance expectations, and professional development pathways for team members.
  • Establish and enforce operational standards, change management practices, monitoring, and incident response processes. Foster a culture of accountability, documentation, collaboration, operational excellence, and continuous improvement.
  • Serve as mentor and technical leader across ITS, contributing expertise beyond networking to systems engineering, voice, instructional technologies, audiovisual systems, security, and academic/research technologies.
  • Meet with college constituencies to determine network needs and assist in resolving issues and planning for the future.
  • All other duties as assigned.


Job Requirements:
  • Minimum of 10 years of progressively increasing responsibility in a computer operations/networking environment.
  • Extensive knowledge of network architecture and design, network security and firewalls, network segmentation, network protocols, VLANs, VPN tunneling for user access and cloud services, application load balancing and traffic management, network address translation, enterprise IP address management, Windows Server/SQL Server/IIS, and Linux.
  • Ability to develop scalable and secure network designs, solutions, policies, based upon requests and needs.
  • Advanced networking experience and knowledge of Microsoft Windows & Linux Servers, Entra ID, Azure, and Active Directory.
  • Technical fluency sufficient to engage in executive-level decision-making across enterprise platforms, security frameworks, and large-scale IT environments.
  • Strong ability to troubleshoot complex multi-vendor network issues

Preferred:
  • Knowledge of information security governance, risk management, and compliance frameworks appropriate to higher education, public sector, or similarly regulated industries.
  • Experience in IT leadership roles within higher education, the public sector, or similarly complex and regulated organizations.
  • Ability to effectively communicate with technical and non-technical staff.
  • Bachelor's degree in information systems or related field and Master's Degree in Computer Information Systems or Business Administration, or equivalent work experience.

Additional Information:
Position Status: Non-Unit Professional, Full-Time State Funded with Benefits.

Hours: 37.5 per week

Hybrid Schedule Option: This position may be eligible for a hybrid schedule in accordance with the College's telework policy and may be limited based on departmental needs.

Salary: $120,068.71 - $156,087.93 annually
