Under the direction of the Director of Information Security, the position secures the District's information technology resources by monitoring security systems to identify, troubleshoot, diagnose, resolve, and report security problems and breaches. In addition, the position assists in coordinating and conducting investigations involving District technology resources, coordinating information security training, and serves a key role on the District's data breach incident response team.
The Security Administrator is a specialist senior-level position in the Information Technology Services Department. Specialist positions specialize in a specific function of a field. Essential responsibilities are complex. Within our classification structure, complexity is defined as performing non-procedural tasks to assist a department in developing systems, policies, procedures, or addressing situations through specialized knowledge. These positions analyze data and problems to address non-procedural situations. Knowledge is gained through training, a high level of education, or previous experience.
- Implements and aggregates server, network, application, and firewall logs to identify or respond to security vulnerabilities or security incidents.
- Conducts periodic audits/risk assessments to develop a corrective action plans.
- Identifies potential threats to safeguard District information security.
- Reviews new software and technology solutions to ensure they meet the Districts information security policies, procedures and standards as required by the District's software and technology review process.
- Performs security design/review using flowcharts/diagrams to review applications, network and server, architecture and ensure secure deployments on-premise or in the cloud.
- Assists the District's Purchasing and Contract Administration Department with developing bid specifications for software or hardware to identify criteria needed to meet the District's information security standards as required by the District's procurement policies and procedures.
- Assists the District in updating policies, procedures, standards, and practices to increase the District's information security posture.
- Provides incident response and remediation support by serving as the technical lead with security vendors, investigators, and law enforcement agencies to support investigation processes.
- Researches emerging security risks to recommend mitigating risk strategies.
- Researches new products/services to provide recommendations to the supervising manager to support the District's information security.
- Identifies and assesses information security training resources for District employees and District students by reviewing security incidents and their root causes.
- Performs related duties as assigned.
EDUCATION/EXPERIENCE
- An Associate Degree, or higher, from a recognized college or university in information technology or a related field such as computer science or management information systems.
- Five (5) years of recent (gained in the past seven years) experience developing, implementing, and maintaining information technology security systems.
KNOWLEDGE, SKILS, AND ABILITIES
- Security Information and Event Management (SIEM) platforms such as Microsoft Sentinel to monitor, analyze, and respond to security threats in real time
- Microsoft Sentinel automation via playbooks built on Azure Logic Apps, enabling automated incident enrichment, notifications, threat intelligence integration, and remediation steps.
- Endpoint Detection and Response (EDR) tools like CrowdStrike Falcon and Microsoft Defender to detect and remediate advanced threats across endpoints.
- Microsoft 365 Security & Compliance Center and Google Workspace Admin Console to manage account security, investigate threats, and implement data protection strategies.
- Mobile Device Management (MDM) and Mobile Application Management (MAM) solutions such as Microsoft Intune for enforcing endpoint security policies across diverse device platforms.
- Identity and Access Management (IAM) concepts, including Conditional Access Policies, Multi-Factor Authentication (MFA), and Privileged Identity Management (PIM) to secure access to enterprise resources.
- Vulnerability management platforms and vulnerability scanning tools (e.g., Microsoft Defender Vulnerability Management, Nessus) to assess security posture and drive remediation.
- Regulatory and compliance frameworks such as HIPPA, GLBA, FERPA and PCI DSS to conduct periodic audits and develop corrective action plans. May utilize Center for Internet Security (CIS) Controls to eliminate the District's online vulnerabilities and secure the District from online security threats.
- Threat intelligence sources and analysis techniques to proactively identify and defend against emerging cyber threats and advanced persistent threats (APTs).
- Automated threat response and incident handling using tools like CrowdStrike Fusion and Microsoft Sentinel. Developed Logic Apps-based playbooks for enrichment, notifications, threat intel, and remediation. Designed incident response procedures aligned with MITRE ATT&CK.
- Conduct periodic audits and develop corrective action plans.?Perform security audits/risk assessments to safeguard information.
- Use data visualization and flowcharting tools (e.g., Visio, Lucidchart) to document infrastructure layout, incident timelines, and incident response workflows.
- Lead security awareness initiatives, conduct phishing simulations, and deliver targeted training to improve organizational security hygiene.
- Work collaboratively with District staff to update policies, procedures, standards, and practices in order eliminate security information threats to the District.
- Maintain confidentiality during the course of an investigation.
- Analyze current situations related to information security and make recommendations to departmental and District management.
- Track and report on key security metrics and incident trends to inform leadership and guide continuous improvement.
- Evaluate emerging security technologies and develop strategies to mitigate risks from new technology, enhancing existing infrastructure and protocols.
- Analyze information security incidents to determine their root causes and develop training resources to develop preventative practices.
PHYSICAL ABILITIES
- Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.
- This is primarily a sedentary office classification although standing and walking between work areas may be required.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment.
- Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
ENVIRONMENTAL ELEMENTS
- Employees work in an office environment with moderate noise levels, controlled temperature conditions.
- Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
