Senior Research Analyst (Research Technician III)

Organizational Description:

The Office of Institutional Effectiveness reports to the Provost and Vice President for Academic Affairs. The purpose of the Office of Institutional Effectiveness at California State University-Fresno is to provide leadership in developing a comprehensive, integrated program of planning, assessment and institutional research that assists the University in achieving its mission and goals. Overview:

The Research Technician III (Senior Research Analyst) reports to the Associate Vice President (AVP) of the Office Institutional Effectiveness (OIE) and performs work at a high level of analytics and difficulty. Under the AVP's general supervision, the incumbent extracts, compiles, analyzes, predicts, and reports data on students, instructional offerings, personnel and other aspects of the university or for the external CSU system as requested. The work of the senior research analyst is characterized by an advanced technical and high level of statistical analysis responsibilities in the preparation of detailed statistical analyses, plans of study, the compilation and interpretation of data, the development and execution of surveys and assessment instruments, and the preparation of detailed analytical and statistical reports for ongoing major studies. The senior research analyst performs at an advanced level of the senior research analyst classification and therefore duties will include the direction of small staffs engaged in the compilation and/or the statistical analysis of data. Responsibilities include maintaining and querying large-scale data sets and relational databases; troubleshooting and manipulating data; creating reports; responding to ad-hoc data requests and reports; designing and conducting analytical, research and evaluation studies with interpretive analyses; estimating future trends; presenting findings in narrative, graphical, tabular and/or data visualizations in the form of dashboards; and effectively interacting with the university community and external constituencies in carrying out these responsibilities. The senior research analyst therefore has the skillset to interpret and transform highly statistical, analytical findings into digestible forms for display in visualization dashboards for lay audiences. The senior research analyst maintains a strong customer service orientation and provides consulting and advising services in support of data-driven decision-making and decision support. The senior research analyst is able to work both independently and in a team setting. The senior research analyst also provides support coordination to the OIE Faculty Fellows program and the OIE Student Fellows programs—programs which bring faculty researchers and student research assistants to support faculty working collaboratively with OIE on research matters of importance to the university. The senior research analyst has a strong sense of responsibility and maintains excellent performance in meeting deadlines.

Position Summary:

  • Perform complex, advanced statistical analyses for program evaluation, student learning outcome assessment, retention and graduation rate outcomes, and other research studies, including support to policy studies
  • Generate predictive analytics estimating graduation probability, university enrollment, course registration, and other outcomes of importance to the university
  • Function as liaison and research support analyst to the university colleges as well as key clients in student affairs support programs
  • Function as liaison and data analytic support to feeder institutions on dashboard development and maintenance and information needs for the student recruitment office of Fresno State
  • Support data analysis and reporting for NSSE and FSSE surveys and studies, IPEDS, Student Services, Title V, and ORSP/Grants
  • Support data preparation for OIE Tableau Dashboards, program review data packages, grant applications, and support the campus weekly enrollment report for the Enrollment Management Team
  • Support the OIE team with preparation of campus and national surveys including US News & Report, Common Data Set and College Board Annual Survey
  • Serve as a Tableau dashboard design architect and maintains program reporting templates using Tableau dashboard to support program coordinators to monitor their programs' performance
  • Apply advanced statistical methods to assess the performances of academic and non-academic student support programs, including First-year experience (FYE) programs
  • Provides consulting services in data, assessment and research. These consulting services include data collection, research design, sample-size determination and sampling, statistical method selection and interpretations of analytical output
  • Maintain a thorough understanding of data elements in the university's transactional data system (PeopleSoft) and OIE's SQL data warehouse; extract, compile, and analyze data from these systems using database query and reporting tools
  • Prepare reports and oral presentations that communicate analyses and research findings to internal and external audiences in a manner that is clear, concise and appropriate to the audience
  • Recommend innovative studies or new or modified procedures and methods, or uses of existing data that will further the goals of OIE and the University
  • Maintain awareness of university issues, planning goals and initiatives, and relevant national and local issues in order to support and contribute to OIE's mission
  • Adhere to Federal, State, and University policies regarding access to, use of, and safeguarding of FERPA rules and policies and confidential information and data security
  • Maintain professional relationships and communications-coordination as needed with the Office of University Procurement and Security Services of the Technology Services Division
  • Serve to maintain university compliance with Human Subjects and with the policies and practices of the Institutional Review Board as needed
  • Respond to internal and external data requests and fulfill external reporting requirements as assigned

Knowledge, Skills & Abilities:

  • Thorough knowledge of research techniques, including the planning of studies and investigations, the determining of variables and the developing of reference materials
  • Thorough knowledge of research reporting techniques
  • General knowledge of machine tabulation techniques and the programming of data
  • Thorough knowledge of the techniques and treatment of data such as simple correlation methods, trend analysis, frequency distribution analysis, sampling techniques, hypothesis testing and methods of interval estimation
  • Familiarity with the principles of personnel management and effective supervision

Ability to:

Education and Experience:

  • Equivalent to graduation from a four-year college or university
    • Additional qualifying professional experience may be substituted for the required education on a year-for-year basis
  • Three years of progressively responsible technical research or statistical experience including or supplemented by one year in the interpretation and graphic presentation of data
    • Graduate study in the social sciences, economics, mathematics, statistics, public or business administration or engineering may be substituted for the required experience on a year-for-year basis

Preferred Skills:

  • Master's degree (Ph.D preferred or Ed.D) including course work in statistics and research methods and two years of research or technical experience, or a Bachelor's degree and two years of experience designing and conducting research or computer programming and database development and maintenance
  • Demonstrated ability to conduct complex, advanced statistical analysis, applying standard statistical methods (such as descriptive Statistics, linear regression, ANOVA) for projections and evaluations and employ the advanced statistic methodologies to conduct research projects
  • Demonstrated ability to conduct predictive modeling/machine learning, such as classification, clustering, dimension reduction, and probability estimation.
  • Demonstrated knowledge of research design, including experimental or quasi-experimental designs, statistical procedures and analysis
  • Familiarity with research methodologies including factor analysis, logistic regression, survival analysis, and hierarchical linear modeling
  • Proficiency using standard desktop computer applications, including word processing, spreadsheet, and presentation software (Microsoft Office Suite)
  • Proficiency with statistical packages such as SPSS or SAS
  • Proficiency with scripting languages such as R or Python
  • Proficiency with dashboard design creation, and maintenance (Tableau Dashboards)
  • Experience with PeopleSoft, Microsoft Access (equivalent or better), and SQL Server (may include MS SQL or MySQL)
  • Knowledge of student learning outcomes assessment
  • Must be organized and detail-oriented
  • Strong interpersonal skills

Ability to:

  • Present data results in tabular, graphical, and/or in data visualization format
  • Actively participate in staff meetings and office planning
  • Participate in professional development activities
  • Work on multiple projects concurrently
