Purchasing & Procurement Clerk

Location: Charles Town, WV

The Purchasing and Procurement Clerk provides support to Finance and other teams by processing purchasing requests through the procurement software.

Essential Functions:
  • Updates and maintains vendor contracts in the contract management software
  • Assists with the monitoring of the Purchasing e-mail account to ensure responses occur within established service agreement (SLA) timelines
  • Assists with the analysis of purchase authorization for adequacy of specifications and other requirements to include proper general ledger accounts, proper approval authorities, and other criteria
  • Assists with receiving and routing invoices to the appropriate internal and external customers
  • Assists with the preparation and issuance of purchase orders, ensuring inclusion of complete and accurate specifications, terms, and conditions
  • Assists with variance analysis, understand budget to actual variances, and assist with follow up for explanations of these variances as necessary
  • Assists in implementation of any special procurement program assigned to the team
  • Assists with the follow-up with stakeholders to properly complete requests
  • Works with accounting team to assist with the identification and processing of monthly accruals
  • Interacts with American Public Education, Inc. (APEI), American Public University System (APUS), and Hondros COllege of Nursing (NES) staff and various teams, at all levels as required, to meet strategic objectives
  • Assists with special projects as assigned
  • Performs other duties as assigned

Work Environment and Physical Demands:
  • Standard Office Environment in Charles Town, WV
  • Schedule will be Monday - Friday, during core business hours. Some Saturdays and extended hours during peak times are required



Education and Experience:
  • Bachelor's degree from an accredited institution preferred
  • Two years of purchasing or accounting experience preferred
  • Experience with Paramount preferred
  • Candidate must have excellent oral and written communication skills
