JOB DESCRIPTION SUMMARY
The Opportunity

The Payroll Manager will be responsible for the strategic and operational leadership in the payroll department. This position will also focus on providing both customer and transaction-level support to the department and institute as a whole. This position is also responsible for managing and providing day to day supervision to two payroll coordinators: one focused on staff and faculty and the other focused on student employees.

JOB DESCRIPTION

Specific Areas of Responsibility include, but are not limited to, the following:
  • Process all salaried, hourly, and supplemental payrolls. This includes reviewing payroll cycles, deductions, calculations, and personnel actions as necessary in addition to completing the payroll distribution process, which exports payroll expense and liabilities to the general ledger.
  • Assist employees with payroll-related inquiries as needed.
  • Remit deductions and garnishments to proper authorities and maintain complete, accurate records of all related business transactions.
  • Review and audit two bi-weekly (staff and student) and one monthly payroll for assigned pay groups that will include up to 2,000 employees. Process payroll when multiple payrolls fall in the same period and act as backup for the Payroll and Student Payroll Coordinators.
  • Assist in developing standard operating procedures, documentation, pay schedules and checklists and update accordingly.
  • Ensure that payroll is processed in compliance with all federal and state regulations, as well as within University policies
  • Maintain, prepare and distribute W_2 forms and all quarterly federal and state(s) reporting.
  • Maintain employee year _to_date (YTD) salary information making adjustments and corrections when required.
  • Work with ADP Smart Compliance to reconcile quarterly and annual tax filings
  • Manage the 1099 reporting process, including preparation and issuance
  • Analyze and evaluate business processes and recommend actions to streamline processes, improve operational efficiencies, and identify opportunities for reducing operational costs and improving customer satisfaction.
  • Provide clear and precise process and control documentation for responsible functions
  • Develop and provide data analytics as needed
  • Assist in the details involved for both internal and external audits as needed
  • Provide project management support to assess and evaluate current processes and recommend improvements
  • Work with HRIS and IT teams to integrate various inbound/outbound systems & data.
  • Experience in building solid relationships with cross-functional business partners in HRIS, Benefits, Compensation, Finance, and Legal.


Essential Knowledge, Skills, and Abilities:
  • Demonstrated knowledge and experience in the areas of payroll industry best-practices
  • Thorough knowledge of both theory and practices as well as relevant federal, state, and local laws
  • Must have experience and working knowledge of payroll systems (Workday preferred) and external service providers. (preferably in higher ed)
  • Experience preparing materials, briefings, reports, and analysis.
  • Ability to professionally handle confidential material and associated issues.
  • Strong team player and willingness to assist team members as needed
  • Excellent verbal and written communication skills are required
  • Precise attention to detail and a willingness to provide a high level of customer service, internally and externally.
  • Ability to manage multiple deadlines and competing priorities efficiently.
  • Must possess excellent customer service skills with the ability to interact in a positive, professional, and courteous manner with individuals at all levels throughout the institution.
  • Must be comfortable learning and using cloud-based complex financial system.


Required Qualifications:
  • A bachelor's degree in Human Resources, business administration, finance, accounting or related discipline is required; a master's degree or certification as a Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR) is preferred.
  • 5 - 7 years' experience of progressive leadership creating and leading payroll (preferably higher ed)
  • Experience with Workday Payroll and Timekeeping preferred
  • Relevant experience managing and coaching individuals.
  • Demonstrated proficiency with Microsoft Office products including Word, Excel and Outlook and experience using Workday HRIS platform or related system
  • Knowledge and experience managing ERISA, HIPAA, COBRA and emerging regulatory issues.
