Position Summary:
Position Summary

The HR & Payroll System Specialist is a full-time, 24-month appointment that will support the HR and Payroll team's transition to PeopleSoft as part of the ctcLink project. This is a represented, temporary position. This position will report to the Seattle Colleges ctcLink Project Director, and will work closely and collaboratively with HR leaders and team members across Seattle Colleges.

ctcLink is the implementation of a PeopleSoft-based ERP across the Washington State Community and Technical College system.

The HR & Payroll System Specialist will lead data conversion and validation, business process transition, and local configuration in PeopleSoft Human Capital Management (HCM) This person will also support project coordination and communication focused on HR and payroll stakeholders and project needs.

The HR & Payroll System Specialist will also develop and provide training to end users on local business processes.

Essential Functions

  • Change Management: Work with HR and Payroll stakeholders to document current business processes, identify impacts of PeopleSoft adoption, and create Change Actions Plans.
  • Configuration: Coordinate configuration of the HCM modules in collaboration with HR and Payroll leadership and SBCTC project staff. Complete configuration and conversion documents and templates as needed.
  • Data Validation: Works with SBCTC, the ctcLink Project Director, and HR & Payroll staff to coordinate and plan data validation activities. Takes lead role in validating HCM data.
  • Project Coordination: Track assignments from SBCTC functional leads related to HR & Payroll and ensure assignments are completed on schedule.
  • Business Processes: Collaborate with college HR teams, payroll staff, and other stakeholders to develop best practices, document new processes, and create training materials. Focus on Payroll, Instructor Workload, Hiring, and other essential HCM processes.
    • Works with HR leadership to align new processes with labor agreements, SCD policies and procedures, and HR policies.
    • Collaborates with the Finance Pillar Lead and the Campus Solutions Pillar Lead to ensure tight integration of cross-pillar processes (faculty pay, position budgeting, etc).
  • Training: Lead end-user training for assigned HCM modules. Collaborate with HR and Payroll leaders to assign and prepare staff to lead specific training.
  • Optimization: After GoLive, work to improve the newly developed processes.

Required Education, Experience & Abilities

  • Bachelor's degree or equivalent certification or work experience in a relevant field such as accounting, business administration, human resources, or public administration.
  • 5+ years of experience working in a related field such as payroll or human resources.
  • Strong Excel, Word, and Outlook skills. Ability to manage large amounts of data in Excel.
  • Experience leading design and improvement of HR practices and processes.
  • Experience successfully collaborating across locations, functions, etc.
  • Ability to facilitate discussions with stakeholders around design and reinvention of processes.
  • Ability understand HR, payroll, and benefit-related business requirements (legal compliance, benefits enrollment, etc.) in a large, public higher education institution.

Preferred Qualifications

  • Previous experience with PeopleSoft HCM or Finance or other Oracle products.
  • Experience with ERP conversions and transitions in a large organization.
  • Formal change management training (ADKAR, CAP, etc)
