Facilities Operations Manager

Position Summary:
Reports to the Director of Capital, Facilities, and Operations and plans, organizes, staffs, and controls the efforts of assigned staff. Assures efficient, effective and responsive customer- oriented services including building maintenance, custodial services, grounds maintenance, small remodeling and renovation projects, utilities, and other services for various college facilities. Works with other agencies, staff and groups to accomplish the work, mission, goals and vision of the college. Ensures compliance with applicable policies and procedures, collective bargaining agreements and legal requirements. Manages expenditures within budget parameters and guidelines. Develops relationships with staff, other departments and individuals outside the college that encourage participation, teamwork, effective relationships and effective use of resources. Represents the college by maintaining a professional approach and demeanor in all activities. Independently performs work with minimal supervision, structure or guidance


Essential Functions:
Facilities Program Management

  • Schedules and assigns grounds and custodial work on all shifts, assures work assignments are consistent with job classification, evaluates work methods and procedures, implements appropriate changes and assures proper handling of cleaning chemicals, pesticides, and hazardous materials.
  • Oversees Facilities/Campus Services hazardous materials waste stream disposal, manifests, SDS sheets, and all reporting to authorities having jurisdiction.
  • Performs facilities inspections weekly to comply with Department of Ecology, Labor and Industry safety standards.
  • Investigates indoor air quality complaints, and escalates as needed.
  • Answers, screens or routes telephone and other departmental inquiries. Identifies customer needs, explains services clearly and promptly responds to requests within the scope of authority or refers to proper information source.
  • Provides technical support and assistance to staff and determines individual employee training needs.
  • Manages, tracks, records, and schedules testing for fire alarms, fire sprinklers, fire extinguishers, hood inspection testing, elevators, back-flow preventers and pressure vessels.
  • Prepares and justifies budget for assigned areas. Monitors and maintains expenditures within parameters or budget guidelines. Implements cost-effective measures and uses resources and technology effectively to increase productivity.
  • Conducts performance evaluations to guide the development of employees, provides a record of performance and ensures consistent evaluations and regular feedback.
  • Interprets and applies collective bargaining agreements and personnel policies.
  • Makes recommendations regarding employment actions. Initiates, documents and implements disciplinary actions as needed.
  • Schedules and oversees inspections, troubleshooting and preventive maintenance on facilities, grounds and associated equipment. Oversees preventive maintenance programs. Develops work order entry and completion to assure facilities performance metrics can be analyzed and reported.
  • Assures accurate records are maintained. Conducts research to obtain and analyze data, prepares reports, and makes recommendations. Interprets, explains, oversees and ensures the enforcement of ordinances, state and federal rules and regulations, policies and procedures and makes authorized administrative decisions. Creates and/or updates policies, procedures and tasks.
  • Ensures compliance with local, State, and Federal environmental compliance training and reporting; storm-water management, emissions, dangerous waste, etc.
  • Sets up preventative maintenance and scheduling in DirectLine.
  • Participates on the emergency management team and assists in emergency situations, as needed.
  • Completes or participates in special projects that may be outside normal area of assignment, as directed.
Project Development
  • Assists with project management of small remodel and repair projects conducted by in- house staff.
  • Develops project needs' assessments, construction specifications and reviews cost estimates, bid documents and quotes, writes project schedules, ensuring compliance and making recommendations for repairs and minor remodel projects.
  • Oversees maintenance and repair of facilities, grounds, and associated equipment in compliance with applicable codes and regulations. Plans and schedules projects; inspects, approves and reports on all phases of projects.
  • Applies for and secures necessary permits. Reviews permits, codes and regulations for applicability to assigned work.
  • Participate with capital development project team for design and build of campus infrastructure.
Confidential Support
  • Conducts research and prepares materials relating to any of the responsibilities of the Director for Capital, Facilities and Operations, as requested.
  • Acts for the Director for Capital, Facilities and Operations under assigned circumstances.
  • Reviews and approves purchases for Facilities and Operations Department under assigned circumstances.
Employee Relations
  • Advises department employees regarding general information safety, environmental compliance, and related policies and procedures.

  • Other duties as assigned.



Required Education, Experience & Abilities:
Required Education, Experience & Abilities
  • Bachelor's degree and four years of progressively responsible experience in facilities maintenance, physical plant operation, construction, environmental health and safety.
  • Previous experience with staff supervision.
  • An equivalent combination of education, training and experience that provides the required skills, knowledge and abilities may substitute formal education.
This position requires knowledge of:
  • The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description and the appropriate supplemental job description.

  • Facilities and grounds maintenance, such as general construction, mechanical, electrical, plumbing, carpentry, and other building trade areas, incorporating the basic principles of all phases of facilities operations management.

  • Building materials, tools and equipment; building codes; and related safety hazards, rules, regulations, practices and procedures pertinent to the area of assignment.

  • Environmental health and safety regulations and compliance requirements.

  • Principles, practices and procedures of effective planning, time management and project coordination. Principles of group dynamics, program and process evaluation.

  • Organizational and community dynamics and principles and practices of leadership, management and supervision, including program planning, directing, coordinating, coaching, team building and evaluation.

  • Applicable local, state and federal laws, rules, regulations, policies and procedures related to the areas of assignment.

Fiscal management including budget preparation, administration, expenditure
  • control and recordkeeping.

  • Computer operation and a variety of software including word processing, spreadsheet, Project, database, AutoCAD, and other applications specific to the area of assignment.
  • Proficiently operate office equipment standard to the area of assignment. Maintain current knowledge for assigned areas and adapt to new technologies. Work independently and cooperatively as a member of a team.
SPECIAL REQUIREMENTS
  • Possess a valid Washington driver's license at time of hire and throughout employment.
  • Certification in Facilities Management such as APPA of IFMA industry certifications.
  • Background check must meet Seattle Colleges District criteria.
