Responsibilities
The Assistant Vice Provost, Budget and Planning, is responsible for managing both the budget and planning process for the academic side of Northeastern University which includes 8 colleges and all the administrative functions reporting to the Provost. S/he also oversees the administration of the Provost's annual budget of approximately $800MM operating, and $25MM, capital. The AVP Budget and Planning is a critical member of the Provost's resource and allocation team, preparing regular analysis and reports that help guide and influence strategic decision making for the university. S/he is expected to be comfortable digging into details of all natures and be conversant in both the data and the stories behind the finances and the space. This requires regular and frequent interaction with other university members including the President, Provost, deans, faculty, vice presidents and vice provosts, and staff at all levels and in all areas.

The Assistant Vice Provost's portfolio includes: day-to-day oversight of the financial resources of the Provost's Office (operating funds, academic renovation funds, and faculty start-up); serving as a key resource in assisting the academic units in implementing Northeastern's hybrid budget model; and supporting the planning needs of faculty.

Specifically, the AVP Budget and Planning does the following:

Academic Budget Process
Helps coordinate the annual budget preparation for all entities reporting to the Provost. This includes the high-level strategic planning, salary planning, and detailed budget submissions from the colleges and units, in addition to the quarterly revenue and expense forecasts.
  • Leads and supervises the Provost's Office budget unit. Prepares and implements budgets for the Provost's Office and serves as a key financial and budgetary resource to Deans and University Administrators.
  • Analyzes annual budget and quarterly forecast submissions for direction, errors and omissions, trends and impact. Advises the SVP and other leaders on possible investment strategies for positive projection scenarios and mitigation strategies for any negative financial outcomes.
  • Considers the potential for and impact of any possible changes to Northeastern's hybrid budget model. Develops range of alternate scenarios and full scenario analyses to show options.
  • Works with colleges and units to triage and problem-solve budgeting issues.
  • Implements academic area faculty and staff merit/bonus/promotional salary increases.
  • Resolves financial issues and problems for entities reporting to the Provost.
  • Oversees, develops, and implements efficient administrative procedures related to fiscal affairs.
  • Prepares regular reports and analysis on financial spend, budgets, trends, etc. to guide Provost and Senior Vice Provost in understanding current state of affairs.
  • Generates appropriate analyses, reports and presentations as necessary for Provost and Senior Vice Provost in support of management decisions and funding allocations.

    Ad Hoc Projects
    Represents the Provost and Senior Vice Provost on key university-wide initiatives and projects. A sample of current projects include: predicting undergraduate enrollment by college; understanding the financial impact of a change in enrollment patterns and graduation rates; drafting responses for university reaccreditation; reviewing and supporting implementation of third party data analytics software; and continually re-evaluating the university's hybrid budget model.

    Qualifications
    Master's degree (MBA or engineering degree preferred) and a minimum of seven years of prior management experience in higher education with emphasis on strategic, operation, and budget planning required. Substitution for master's degree possible with bachelor's degree and 10+ years of relevant experience.

    Experience balancing the delivery of local needs with bigger picture institutional priorities and constraints. Extensive knowledge of, and leadership experience in, complex research universities and their structures, hierarchies, and procedures. Substantial knowledge of budgeting, resource allocation and financial reporting. A strategic thinker and doer. Experience analyzing/preparing recommendations for senior leadership. Excellent verbal and written communication skills. Able to work well individually and as a member of a team. Strong supervisory and staff development skills.
