Position Description

Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Under direction, plan, organize, and coordinate specific technical components of the Accounting Services office, which includes accounts payable, financial aid disbursements, travel and conference, billings/receivables, grant and categorical programs, auxiliary services and capital projects; provide skilled technical/accounting oversight and coordination of the activities within the accounting services office, and provide project analysis and maintain project financial records to ensure timely payments with proper document control; explain and interpret accounting procedures and information to others; work with accounting services, budgeting services, administrative services, purchasing, and construction program management team; perform complex professional accounting functions and provide routine and specialized financial reports for all business operational groups, the citizen's oversight committee, and the construction program management team.

Responsibilities

  • Plan, implement, coordinate and direct specific technical aspects of the accounting services office, including establishing deadlines for data submission; coordinate data collections; develop systems for data handling and storage.
  • Organize, document, and update policies and procedures for the accounting office.
  • Prepare complex and comprehensive financial data, cost analysis, summaries, statements, clear and concise reports, and analyses of fiscal activities.
  • Supervise, train, and complete performance evaluation of staff in accordance with established procedures; participate in the hiring process of new accounting staff.
  • Evaluate accounting procedures for efficiencies, customer service, separation of activities and adequate internal controls, and direct improvements to business practices.
  • Assist in the continual adaption and maintenance of the district's accounting software system and provide leadership in the application of new technologies associated with accounting and budgeting services.
  • Review Board report items to verify accuracy of information on fiscal matters and the future impacts; prepare items for Board reports.
  • Assist with the development of the annual operational, categorical and capital projects budgets.
  • Assure the compilation of data for audits within assigned accounting section, and respond to year-end audit findings, comments, and recommendations.
  • Review and maintain budgets and committed contracts for capital projects.
  • Ensure bond funds are accounted for correctly and in accordance with applicable federal and state laws, district policies, and taxpayer approved ballot measures.
  • Coordinate/communicate with outside vendors regarding payment processing, final payments and lien information for capital projects.
  • Coordinate/communicate with project managers regarding capital project status changes that affect financials.
  • Review and coordinate with the purchasing department Notice of Completion dates and all requests for contracts, change orders, and amendments for capital projects.
  • Conduct financial analysis of cash flow requirements for capital projects and make recommendation for cash transfers.
  • Monitor and analyze capital asset accounting, including construction in progress, financial reporting requirements, and record maintenance.
  • Administer district credit card program including coordinating training and account maintenance changes; establishing, distributing and maintaining the district's procedures; serve as liaison between cardholders, and the financial institution; manage the billing/approval process at the district level.
  • Communicate with, and support various district personnel by providing technical expertise of accounting information; communicate with outside contacts regarding financial information and other accounting related issues. Exercise independent judgment, recognize and analyze problems and recommend corrective action.
  • Initiate and maintain positive relationships with other departments and members of the college community; facilitate relationships with outside entities.


Qualifications

  • Completion of at least four (4) years of college level coursework in accounting, management, business administration, public administration, or related field AND;
  • Minimum of three (3) years of increasingly responsible accounting, payroll or related experience, with at least one (1) year of leadership experience OR;
  • Any combination of education and experience that would demonstrate the required knowledge, skills and abilities; AND;
  • Knowledge of:
    • Generally accepted accounting principles and practices for governmental accounting;
    • Data collections, processing, and documentation utilizing computer information systems;
    • Interpersonal skills using diplomacy, patience, and courtesy;
    • Principles of management, training, supervision, and performance evaluation.
  • Ability to:
    • Effectively plan, organize, coordinate, supervise, and participate in the daily operation of the District's accounting function.
    • Coordinate, direct and participate in the preparation, maintenance, processing and auditing of accounting data, records, and reports.
    • Interpret, apply and explain various federal and state guidelines, laws, rules, regulations, policies and procedures.
    • Recommend improvements in the department operations and changes in policies and procedures as needed.
    • Plan and organize work to meet multiple demands, schedules and timelines.
    • Train and supervise department personnel.
    • Maintain composure and professionalism.
  • Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of a community college environment.

CONDITIONS OF EMPLOYMENTThis is a full-time, 12-month, management position, Level IV, Range 19 of the Management Salary Schedule with starting salary of Step A, $8,799/month. Excellent benefits include: health care, dental program, and vision services for employees and eligible dependents; and retirement coverage through the California Public Employees' Retirement System (PERS).
